Title:New EU regulations challenge Chinese toy industry

The European Union has implemented the most stringent set of regulations ever for the toys industry, and some fear it could bring China’s toy industry to its knees.

On August 23, the European Commission rapidly issued a consumer warning issued regarding a toy car because of its ability to split into small parts, becoming choking hazards. Because of this, it does not comply with the Toy Safety Directive and the relevant European standard EN71-1. Currently, the German authorities have refused to import the product as safetymeasures.

In July, new rules regarding the chemical content present in toys sold in the EU came into effect as part of a Toy Safety Directive. These new regulations make important modifications product definition safety performance, product conformity assessment and accountability, plus they change the rights of the various responsible parties.The Toy Safety Directive is without a doubt the world’s most demanding set of regulations for toys, with 57 clauses instead of just 16.

Guangdong is one of the largest toy exporters in China, accounting for almost 60%. From January to June of this year, the exports to the EU have amounted to$473 million worth of toys, an increase of 2.4%. The results of surveys indicate that the toys are good and the impact from the Directive has impacted business in two ways. First, it will increase the cost of doing business, including increased cost for enterprises in raw material procurement, testing, labor and production. This will increase the barriers of entry because small enterprises will find it difficult to enter into the EU market or force some less ready to quit.
